What it gives me is something to compare to what I have now. I have a base a bonus target now, and I always know what my
comp package is - both base and bonus. True, a target is just that - a target, and doesn't mean a whole lot, but it does give employees something to expect if/ when they meet all their goals. Otherwise, nothing on paper means that employee doesn't necessarily know what he/ she can expect, and gives the company all leverage to decide what that employee will get, even if all performance goals are met.

If I have a target of 40%, and I'm meeting all my performance goals, then I can hope, and somewhat expect, that my bonus will be around that target. No target means I really have no idea what exactly I can expect when I've met all my goals.
