I simply meant to answer your question. I do feel that if they refuse to state a target, for whatever reason, than yes, I feel that you pushing the issue puts you in an awkward position, or as you stated it, puts you out in left field. If you didn't want to hear what CB thinks, or you already knew the answer, you probably shouldn't have asked.
I agree with your thoughts about legal advice, but believe it or not, some HR departments are very prone to be cautious.
It sounds like you already decided that this company isn't worth pursuing, but I would still advise talking to current employees who meet the target.
