Not BYU and Utah salaries are lower. But Good CS grads outside of Utah can often get six figures. If good paying to him is under $55k, then that's probably why his employee's aren't any good. A good programmer can get more than that, get great benefits, and work for a more recognizable company that will probably look better on a resume down the road.
