Chicken or the egg? D stopped run because of no threat of passes down the field
What I remember from Heaps was 4 yard out-routes over and over and over. I'm all for getting some easy completions to get the QB comfortable, but we'd go 3 and out every opening drive because the D could just stack the box and stop the run. As we have seen with our own team, you don't need to have great CB's to play 5 yards off WR's, let them have the short completions, and come up and make a tackle. The threat of throwing down field is what keeps defenses honest, and was the major problem with our offense with Heaps.

Maybe Heaps wasn't ready to do anything but check down to easy throws each play, or maybe the coaches called for the short throws. Either way you can't run the ball if you allow the defense to stack the box and/or blitz without having to cover the field past 10 yards.
