Yes they can.

Historically BYU students that are undocumented apply as citizens. BYU knows they are undocumented based on them using an ITIN # instead of a social, but admissions and other offices look the other way. Now a days pretty much all BYU students are DACA recipients. So it will probably go back to don't ask don't tell policy if a DACA replacement is not implemented.
