P5 refers to schools who are part of the autonomy governance structure
P5 does not mean good. No question that BYU is not part of the "P5." Many schools within that structure are P5 because of longtime affiliation with elite programs.
However, 3 of the autonomy conferences formally view BYU as "P5-like" of scheduling purposes and the PAC schools mostly schedule BYU like a peer.

You have to take the statement in context. The context is competing with P5 schools as an independent is not sustainable
