Many people confuse "citizenship" with "permanent residence" (i.e. green cards).

I don't believe citizenship is relevant to either admissions or financial aid. Green card holders are eligible for all financial aid that US citizens are eligible for (with the possible exception of privately-funded scholarships endowed by an eccentric benefactor who establishes very narrow eligibility requirements).
