and that FIFA needs to do a much better job of getting these things sorted out. But referees cannot read minds, thus cannot deem intent. So they must look to visual and contextual clues that help with the determination. Was the hand/arm in an "unnatural " position? Did the ball hit the hand/arm or did the hand/arm hit the ball. Etc.
