This is actually listed on the wikipedia page for "Touchdown celebration" as the first (of 2) examples of how the rule
has affected the outcome of a game. It seems to imply that it was correct application of the rule and notes that the rules specifically forbids "throwing the ball high into the air." What Locker did was specifically listed as an example of what should be penalized.

I agree with the argument that the rule is probably overkill and even that they may not have applied it earlier in the game when they should have, but I don't know how you can argue that the rule didn't apply to this play.
