Say I want to pick on someone. I put them on ignore with blocked interactions and then I post something I know will trigger them and that they'd want to respond to. They can only respond to responses and maybe will display some frustration. I can't see their responses but 30 minutes or an hour later I un-ignore them so I can see their responses and revel in their frustration.

Maybe you should make it so that if you block interaction with someone you must really mean it and so you can't undo it for a week.
