The NCAA basically has no real oversight with football, except for violations. And even little there.
The P5s run CFB, with the Bowls being next. The NCAA abdicated any authority in that area because the member schools want it that way. The NCAA is toothless, because the top tier member schools want it that way. Blaming the NCAA makes no sense since they have basically no power in the areas you want them to.
Also, Utah is not running away from BYU over P5 $$$. They barely make more and have more debt to support. They really have no financial edge. But the one huge edge they have is in recruiting because they are a PAC12 school. That is their edge. Period. They get recruits they never would have in the MWC, and take some BYU would have gotten previously too.
