Several on the board of trustees will be very reluctant to pay more to athletics
The Church Office building has a very different view on this than many of us do. We have to remember that one of them oversaw the castrating of Ricks College's athletic program. (That's a whole different discussion). And I'm not saying it wasn't necessarily justified. It's extremely complicated and I do not know all of the moving parts.
I just think that the BOT have a very different view than most BYU fans do.
Also remember that some people practically lose their testimony over the fact that BYU is supported in part by tithing funds. Now imagine if they started giving $5 million more for a hiring budget. There are some people in my ward who would burn down the house.

The NCAA basically has no real oversight with football, except for violations. And even little there.
