They could be if there was some personal reason they wanted to be here and not somewhere else, despite the lower pay. BYU has relied on that in the past. But the pay gap is so large now that none but those who are looking to move up in the ranks are willing to come. This has worked in the past, but we've been bitten by some bad hires--promising candidates that just either didn't have it or weren't ready for big time.
