The problem with BYU athletics starts at the top.
The powers that be want to use the football program as a missionary tool and we have seen many instances where it has been just that. However, they don't want to fund it and they don't treat it like their other programs that are used for the same purpose.

Either fund the program and so it can be successful on the field which will bring more positive exposure and work as envisioned, or drop it. Times have changed and what worked before will not work now. Tom shouldn't have to beg for money from boosters and then deal with them threatening to pull funds unless....

There are plenty of "non sacred" funds going through the bank accounts of church owned corporations that it shouldn't be hard to fund a program that is heralded as a missionary tool.
