If the dribbler just penetrates the 3 pt line and gets to the ft line, of then that's enough to get defenders sagging and/or looking around. Dribble penetration doesn't have to mean all the way to the hoop. Rarely get charges when you are just penetrating beyond the first defender but not going to the rim.
