My brother in law was struck by an ax today at work. It hit him in his head and gave him a cut. He is an independent contractor and doesn’t have health insurance. It’s a construction type of job, is he entitled to workers comp? Or is that only for employees?

If it’s a dumb question I apologize I live in Canada so don’t know how that works. Up here he would be covered.
