Yes, B12 offered BYU and Notre Dame yesterday, but (as of yesterday) BYU had neither accepted nor rejected the offer.

I don't get a lot of inside info, and I probably won't hear before anyone else what BYU's answer will be. But, based on my source, I do believe BYU and ND have been formally contacted about joining the B12.
