Anyone who has gone to the effort and expense of getting a Doctorate degree has every right to make that claim, especially in a professional setting.
Don't let your hate toward Utah cloud your judgement. Unless the guy is walking down a line of people he doesn't know and repeatedly introducing himself saying "hello I'm Dr. Hill, please notice the 'Dr.' part of that statement", then he has earned the right to by addressed with his title in public.
