They want the conference championship game
for the PAC, SEC, Big 10, Big XII, and ACC conferences to be a de-facto 1st round. The holdup now is probably SEC wanting non-conference champs to qualify and Notre Dame wanting stipulations for independents while most of the other parties want top conference champs to auto-qualify. Oh, and the Rose Bowl.
