Texas has said repeatedly that they want 10. They're media deal is for 10. Many of the other schools want 10.... plus there no reason to expand unless they decide that splitting up the pie more ways for a conference championship would eclipse the revenue they are already going to get.....my guess is a conference championship revenue split 12-14 ways would be canceled out by revenue brought in by 10 Big 12 teams.

Plus they've just inked the most significant deal in College Football with the SEC......they don't need to expand.
