While they are not mutually exclusive I would argue that popularity and recognition are the major part of relevance. Take ND for example. It has been a while since they won anything big, but Notre Dame is still talked about in a major way. Utah has won some big ones recently, but nobody is going to think they are as relevant to college football as Notre Dame.
