Apparently there is a list of 6 schools that the Big 12 can add and each school keep their $20M, plus add a CCG

1 ND
2 FSU
3 UNC
4 VTech
5 BYU
6 Clemson

UNC not unless the ACC is dead, which I don't believe will happen

VTech...not to the Big 12
