Time and I have never seen a project cheaper underground. If the land is free than you can build much easier than digging a massive 30 foot hole in the ground ND then having to weather and waterproof it underground. Now if you are building up then yes put the whole thing under another building. They coukd have built it under the new communications building

Remember no matter what is built it will have to be within the new seismic codes.
