It doesn't happen very often

Since 1998 (past 14 years), USC went undefeated in '04 and '05 and Oregon went undefeated in '10.

Since the PAC champion is undefeated less than 25% of the time, it's probably not a huge issue. Most years the Pac champion will have 1 or 2 losses and be on the bubble of getting in.
