I would try resetting the HVAC as described above

It won't hurt and will probabably fix it. If it doesn't you have eliminated one problem. It is always best to go after the simplest fix first in mechanics and then work up.

Yes - both the passenger side and the rear vents are (short)

I've actually reset the HVAC, but not the adjacent fuses. (short)
