recycling the HVAC could unstick the vent

When you turn the vehicle on (only the key to on position - not start the engine) you will hear the HVAC cycle - wait 90 seconds or more until you no longer hear the cycling.

Are the rest of the vents cold? if so could be the air mixer (nm)

Yes - both the passenger side and the rear vents are (short)

I would try resetting the HVAC as described above

I've actually reset the HVAC, but not the adjacent fuses. (short)

Remember to shut off all A/C heater, fans before resetting (nm)
