from outside CONMEBOL to participate, no qualification required. Mexico is invited pretty much every time, plus over the years they've invited the US, Costa Rica, Honduras, Japan, and even Spain (although Spain backed out at the last minute, as I recall). Not sure how they'll do it this time.
