Because they didn't win the Tour de France a record number

of times while cheating. Catching and punishing Lance will send a message to future potential cheaters that couldn't be sent by catching or punishing anyone else.

The question could be, and has been, asked about Barry Bonds and Roger Clemens. Why them?
