The police could easily enforce this. But based on the comments, the owners now have a court order and they STILL can not get back into their home. What is it going to take? If this ever happens to me, I will simply wait for them to leave and then change out the locks on them and throw their possessions to the curb and let them work with the judicial system to get me out of my own house (which of course isn't going to happen).
