I didn't get the impression that it would be Robin only

First of all - Batman received extensive training from Ra's al Ghul. John Blake's background is being a street cop/detective. I'm not convinced he can fill the void without help/training from the Batman.

Also, why would Bruce Wayne leave a new bat signal with the Commissioner if the Batman were going to retire?
