My take
As fast as the NCAA wanted to act, Penn State BOT wanted them to act even faster hence the Freeh report and the general acceptance of it.

They can now start the healing process. Prolonging this out with appeals ect. and the slow NCAA processes would have been more painful for PSU than even the significant sanctions they recieved. And who is to say what they would have recieved had the NCAA acted slower with the "mob" at bay.

Fact is the "mob" you talk about includes people at Penn State that are looking at the bigger picture.
