For swimmers it is to get a feel of the water. It cools them
down or lets them feel the water. I think that was the original reason but now I think it is more just ritual that some swimmers do before they race. They all have their pre race rituals and for some swimmers that is splashing themselves (and getting all the timers behind them wet, not bad on a hot day but in an indoor pool it can be annoying).
