Not a ton, but there a couple of guys on that list.
From the past few years*:

In state:
Tenny Palepoi (UW)
Moana Ofahenguae (Michigan, Nebraska, FSU, WW, among others)
Isaac Asiata (UW)
Joe Kruger (UW, Oregon, and yes, this isn't really a fair example, but he does fit the list)
LT Filiaga (UW)
Latu Heimuli (UW, Florida, Nebraska)
Percy Taumoelau (Arkansas)

Out of state:
Visesio Salt (Florida)
Cedrick Poutasi (Oregon, Washington, Stanford)
Justin Thomas (Oklahoma St., Texas Tech, not sure if those count in your "oregon, washington, USC list)
Alphonso Marsh (UW)
Jarrell Oliver (Michigan)
Eric Rowe (Texas A&M)
Anthony Denham (Georgia, LSU, Nebraska)
Damien Payne (Oklahoma, Nebraska)
Zach Bolton (Nebraska)
Terrell Reese (Texas A&M, Oklahoma St.)
(this space left intentionally blank so as not to include VJ Fehoko)
Lucky Radley (Michigan)
Mo Lee (LSU)
John Cullen (USC, Oklahoma)
Siosaia Tuipulotu (Nebraska)
Jeremiah Tofaeono (UW)
Eddie Wide (UW)
Robert Johnson (UW)

As for Handley, all I know is his dad played at BYU and he's a Tight End, so I'm surprised he committed to Utah based on our lack of success at that position, but maybe he thinks the depth chart is better. It's a PR win for Utah because his dad is a BYU alum who was very successful.

*These are based on their listed Rivals offers. I have done no independent investigation.
