What they do not and never will have evidence of is if Mark Evers ever told them it was illegal. In fact, the article states planely that Mark told Reno he was getting the gas legally. Those getting gas were under the impression that this gas was alloted to Mark Evers for his use and if he didn't use it, he would lose it.
