Yes it has tightened over the years but I still haven't heard anyone personally that didn't get in where it was a travesty. All six of my siblings (from Utah) got in to BYU from 1998 to the most recent in 2008 I think. Grades and ACT scores were high but also ranged a decent amount. Getting good letters of recommendation is important.
