I think they are neither. Rather, they are incredibly inappropriate in what they
presume to do. Your HC counselor (or whatever he's called) basically acts like he's your bishop, when in reality he's your executioner.

I spoke with Matt Carlino not too long ago and I let him know what my experience was with the HC. I told him, "Unless they have video evidence of what you did or you got arrested with alcohol or drugs in your system and therefore can't deny it...deny it. There is absolutely no point in admission. Chalk it up to rumor. To envy. To the revenge of an angry roommate. But don't confess. You have no advocate there. You confess and you are completely at their mercy. And it might mean the end of your career as a basketball player at the D1 level. Just deny it unless they have evidence OTHER than someone's (or many people's) word."

And I offer that same advice to anybody currently attending BYU who sometimes has a hard time keeping the rules. You're all by yourself on this one. Nobody else is there to defend you, so you gotta defend yourself.
