Is Riley Nelson afraid to throw the ball?

It seems like every time the guy gets the snap he looks around to his receivers then takes off. Don't get me wrong, I like the idea of a mobile quarterback, BUT I worry about the confidence he has in his arm. Also, I haven't been impressed with the passes he has attempted in game time, a few throws behind receivers.
