"Natural" rivalries:
TCU/Boise State
Colorado State/Wyoming
BYU/Utah
UNLV/Nevada
New Mexico/Air Force
San Diego State/Fresno State
Split up each 'traveling partner' into separate divisions. The natural rivalries play each other every year.
The conferences would be:
Boise State
BYU
Wyoming
Nevada
Air Force
SDSU
TCU
CSU
Utah
UNLV
New Mexico
Fresno St.
Each year, you play 5 games in your division, your 'natural rival', and two random teams from the other division that you rotate through.
You could really split up the natural rivals any way, and make it pretty even.
