Much like the BCS, the MWC evaluates the WAC every three years and accepts the top two teams from the conference over the review period. Then, it boots the bottom two teams from the MWC and exiles them to the WAC.
This even helps the WAC, because they can then go out and recruit schools and tell them, "Come join us and if you do really well, you can move up to the MWC."
Plus, the level of competition in both conferences improves exponentially because MWC members throw everything plus the kitchen sink towards avoiding getting tossed out to the WAC, and everyone in the WAC does the same to try to get the heck out of there.
Everyone wins.
