Utah hasn't done any of those things you mention. They haven't been in the PAC long enough to compete for a title every 4-5 years. In their two years, you could make an argument that they technically competed for a PAC title in year 1, but they failed to make the PAC title game because they lost to the worst team in the conference at home. Plus, nobody seriously believes they had any shot at beating Oregon in the title game.

And Utah has never competed for a National Title. Yes, they went to two BCS bowl games and finished ranked #2 one year. But they had effectively zero chance at going to the title games those years.
