I posted on this board at the beginning of camp the difference between BYU's plan and Utah's plan. BYU's plan was to admit him to BYU (thus making your claim 100% false) and let him pay his way for a year, without football at all (no contact with the facilities etc) then he could be eligible to play football.
Utah's plan was to try to get him through the NCAA clearinghouse (this is the eligibility issue) because the PAC-12 doesn't allow for player to do what BYU was going to do (it is essentially prop 48, but the big and most middle tier conferences don't allow it. BYU without a conference affiliation actually has lower eligibility standards than Utah)
Utah was able to get the him through (as I predicted they would be able to)
