BYU needs to increased its enrollment. The main reason BYU is losing fans to Utah is because many of the Utah kids cannot get into BYU, so where do they end up going to school "Utah." Because the Utah kids can't get into BYU they attend Utah and become converted to Utah fans. My Brother lives in Riverton and the majority of his ward are Utah fans because that is where they went to school and they could not get into BYU. If BYU continues to ignore the Utah members that want to go to BYU, then Utah fan base will continue to grow and grow.
