Those associated with that school district should do something about it if there's high turnover and families are dissatisfied. You are right that it's an easy fix, so the question is why hasn't a resolution been found?

Where I live in Texas, the schools don't experience anything close to the turnover numbers being discussed here. I do know they make more than Utah. There are also classrooms size caps mandated by the state.
