Limited resources are best deployed on the best talent we have a chance to pull in. It's tough to convince an international star (b/c if they're not a star, why bother?) to come to BYU without some kind of a tie.
That said, I miss having Walter Roese on staff who had the built in connections to Brazil. Finding a way to get connections built in to the staff is an idea I'd support. Shipping the current staff around the world doesn't make sense to me.
