Can the NBA really do anything about this whole resting controversy?

Can they fine teams for resting star players who are perfectly healthy? How exactly would they determine that? I think we can all agree it's bad for the sport and bad for TV ratings, I just don't know how the NBA can twist teams and coaches' arms and force them to comply.

Tanking is easier to fix. Just rotate the lottery. No incentive to tank.

They could extend the season, but not the number of games to give more time to rest. They could schedule smarter
