No. In all states you need to be 18 to sign for yourself. Under age signers require the signature of their guardian
as well. Until Jan 22 of this year Tmobile offered a simple choice no credit check plan that may have enabled a minor to set up a phone plan by lying about their age. I don't know how or if they would verify age for those plans. They no longer offer them however. For all regular plans, they do a credit check, which means they would have known if the signer were underage.
