T-mobile has no blame at all. It's almost assuredly a prepaid phone plan which can be sold to someone under 18
The daughter apparently committed a crime with a phone purchased legally from T-mobile. It could have been any carrier. Pre-paid phones require no contract or credit approval.

If it was a post paid plan, maybe the daughter has a fake ID and a credit score? And we're taking about more crimes now.
