pretty consistently over the last 20 years or so, excluding the Pats (and maybe even if you include the Pats). I'm too lazy to look it up, but there was an article a couple of years ago comparing the out-of-division W-L records of the Jets, Dolphins, and Bills since 2000, and they were the worst of any threesome in any division, by some distance.
