It's a 4 hour drive and in a different State. Yes, they'll outnumber BYU by a wide margin.
But neutral site games are generally going to favor one team or another, to whatever extent.
The Vegas neutral site game between BYU and Arizona is likely to favor BYU, but it's still neutral site (yes, I understand that the LSU Houston game is more in LSU's favor than the Zona game in Vegas favors BYU).
When a game is several hours away and in a different state, it is neutral by any definition. That doesn't mean that it won't still favor one team over the other.
