The best the Jazz can do without trading is to draft a college senior at #24 (the kind of guy who instantly is about the ninth best player on your team, but probably won't ever be much better than that). And then at #30 draft some European who you can stash away for a couple of years.
You could swing for the fences with an upside guy like Giles or Frank Jackson, but where the Jazz are picking, better to play it safe and boring in my opinion.
